The City of Mt. Morris Code Enforcement Division general duties and responsibilities include; the provision and enforcement of local ordinances to establish clean, safe, and beautiful properties.


Filing a Request for a Code Enforcement Investigation

Filing a request for a Code Enforcement investigation can be completed by filling out the form below. This form is also available at City Hall during regular business hours. Once the form has been completed please email it to: code@cityofmtmorris.org.

Code Enforcement Process

  1. The complaint is received or initiated by the officer
  2. Investigate complaint
  3. Issue Violation Notice (if a violation is found)
    A.  Notice will be delivered in person to an occupant of the property at the time of the investigation if there is a subject home
    B.  If there is no answer at the residence the violation notice will be posted in a conspicuous location to be visible to the occupant once they return
    C.  If it is obvious the property is vacant the violation notice shall be mailed to the property owner
  4. After the 14 day compliance period a follow up investigation will occur
    A.  If no progress is being made
         I.  A Second and Final Violation Notice will be issued. The notice will be delivered in person to an occupant of the property at the time of the follow up investigation if there is a subject home. If there is no answer at the residence the violation notice will be posted in a conspicuous location to be visible to the occupant once they return.
         II.  If the notice was posted and not issued in person the notice will be mailed to the occupant of the property in violation
         III.  If the property is a rental a formal letter will be written and mailed to the property owner explaining that the occupant has received a Notice of Violation and a Second and Final Notice of Violation. The letter will also explain that the property owner is ultimately responsible for the condition of their property.
    B.  If reasonable progress is being made
         I.   Contact will be made (if an occupant is home) about the progress being made. If there is no one home a follow up letter shall be completed and mailed to the occupant. Occupant will be advised that they will be granted an additional 14 days to become compliant
    C.  Compliance
         I.  contact will be made (if an occupant is home) about being compliant
  5. After the 14 Day Extension
    A.  If no progress is being made
         I.  Misdemeanor citation will be issued to applicable party with a court date
    B.  If reasonable progress is being made
         I.  Contact will be made (if an occupant is home) about the progress being made. A Second and Final Violation Notice will be issued. If there is no answer at the residence the violation notice will be posted in a conspicuous location to be visible to the occupant once they return
         II. If the notice was posted and not issued in person the notice will be mailed to the occupant of the property in violation
         III. If the property is a rental a formal letter will be written and mailed to the property owner explaining that the occupant has received a Notice of Violation and a Second and Final Notice of Violation. The letter will also explain that the property owner is ultimately responsible for the condition of their property
    C.  Compliance
         I.  Contact will be made (if an occupant is home) about being compliant
  6. After the Seven Day Extension
    A.  If no progress is being made
         I.  Misdemeanor citation will be issued to applicable party with a court date
         II.   If the violation involves a vehicle the vehicle will be impounded
    B.  If reasonable progress is being made
         I.   Contact will be made with the occupant (and property owner if applicable) and a follow up with them about the progress being made will occur. They will be advised they will have an additional seven days to correct the violation and they will be strongly advised this will be the final extension granted
    C. Compliance
         I.  Contact will be made (if an occupant is home) about being compliant
  7. After FINAL Seven Day Extension
    A.  No compliance
         I.  Misdemeanor citation will be issued to applicable party with a court date
         II.  If the violation involves a vehicle the vehicle will be impounded
    B.  Compliance
         I. Contact will be made (if an occupant is home) about being compliant
